Educated in Law, Canonic Law and Administration of John Paul II Catholic University of Lublin. Master Degree  of Canonic Law (1999) based on work “A discussion of the canonical case” (Promotor: Rev. Prof. Andrzej Dzięga). Master Degree of  Law  (also 1999) based on work “An idea and essence of leasing” (Promotor: Prof. Józef Jan Skoczylas). Since  2004 PhD based on dissertation: “Public-legal subjectiveness of commune” (Promotor: Prof. Marian Zdyb). Since 2004 assistant professor at John Paul II Catholic University of Lublin, Institute of Administration, Department of Administration Studies.

State Administration System

Course contents

Administrative law (system). Practice on the second year, one semester. Constitutional rules concerning to public administration, system of organs of public administration - governmental administration, local self-government and public tasks performed by it.

Substantive Administrative Law

Course contents

The subject of the classes regards issues of administrative law in the field of association law and freedom of assembly. Moreover legal problems like personal data protection law and admission to public information law are the topics of the classes. Finally knowledge about: administrative individual status, acquisition and lost of citizenship, legal status of foreigner and repatriate, population record law, acts of vital statistics regulations - registry where birth, marriage and death certificates are kept and order regulations is also subject-matter of the classes.

Public Procurement Law

Course contents

This course introduces students to legal issues under the new Polish Public Procurement Law. This Act specifies the rules and procedures for awarding public contracts, law enforcement measures, checking of the award of public contracts and the competent authorities with respect to matters addressed in this Act.
