Curriculum Vitae

 

Born on 21 June 1964 in Biłgoraj, Poland, in the catholic family of Józef and Władysława Sitarz. Attended the Primary School in Tereszpol. After graduating Primary School, continued education at High School (Liceum Ogólnokształcące) in Józefów and, having passed the graduation examination, entered the Major Seminary (Wyższe Seminarium Duchowne) in Lublin. In November 1988, defended his master’s thesis on the Faculty of Theology at the Catholic University of Lublin, entitled Posłannictwo Kościoła względem Narodu według Prymasa Wyszyńskiego (The Mission of the Church to Serve the Nation According to the Primate Wyszyński) written under direction of the Rev. Prof. Czesław Stanisław Bartnik. Received sacrament of Holy Orders on 10 December 1988 from His Excellency Bishop Bolesław Pylak. Having received his Orders, he was delegated to work in the Saint Nicolas Parish in Szczebrzeszyn. Later, from 23 June 1990, worked in the Saint Nicolas Parish in Lublin. There, as parochial vicar, he managed the construction of the SHELTER FOR CHILDREN OF THE STREETS. After the construction was completed, on 30 March 1992, he was sent to work in the Metropolitan Curia as referent at the Department of Pastoral Affairs and Archdiocese Inspector. In October 1992, delegated to attend a university course on the Faculty of Law and Canon Law at the Catholic University of Lublin and for pastoral work at the Rectoral Church of All Saints at Lipowa Street in Lublin. For three years, from 27 September 1994 to 3 October 1997, he was the editor of the Lublin edition of Niedziela Catholic weekly. Dismissed from the referent office on 27 March 1995. Earned a degree of the Licentiate of Canon Law with a mark – very good with honours on 22 June 1995. Employed as assistant at the Department of Public and Constitutional Church Law of the Faculty of Law and Canon Law at the Catholic University of Lublin directed by the Rev. Prof. J. Krukowski on 1 October 1996, and in 2001 − as associate professor. Defended his doctoral dissertation, written under direction of Rev. Prof. J. Krukowski, on 15 June 1998. Based on his overall scientific achievements and the dissertation entitled Kompetencje organów kolegialnych w Kościele partykularnym w sprawowaniu władzy wykonawczej według Kodeksu Prawa Kanonicznego z 1983 roku (Competences of Collegial Organs in a Particular Church in the Exercise of Executive Power According to the Code of Canon Law of 1983), he received his habilitation on 27 January 2009. From 1 October 2009, he has been directing the Department of Public and Constitutional Church Law at the Catholic University of Lublin.

 

In 2011, elected as a member of the Committee of Legal Sciences at Division One: Humanities and Social Sciences of the Polish Academy of Sciences. On 27 March 2013, elected by the General Meeting of the Learned Society of the Catholic University of Lublin as Secretary General of the Learned Society. On 20 October 2014, elected as Deputy Chair of the Legal Commissions of the Lublin Branch of the Polish Academy of Sciences.

 

He is also the Editor-in-chief of scientific journals: "Biuletyn Stowarzyszenia Absolwentów i Przyjaciół Wydziału Prawa Katolickiego Uniwersytetu Lubelskiego" (Bulletin of the Association of Alumni and Friends of the Faculty of Law at the Catholic University of Lublin – since 2006, "Kościół i Prawo" (Church and Law) – since 2012, "Teka Komisji Prawniczej. Oddział PAN w Lublinie" (Teka Commission of Legal Sciences. Lublin Branch of the Polish Academy of Sciences) – since 2013.

 

Moreover, from 1998 to 2004, he worked as an associate professor and chaplain at R. Łazarski’s University of Commerce and Law in Warsaw, where he was the Associate Dean of the Faculty of Law from 1999 to 2001. From 2004 to 2008, worked as an associate professor on the Faculty of Law at Helena Chodkowska’s University of Management and Law in Warsaw, and from 2009 to 2013 − as a professor at Helena Chodkowska's University of Management and Law in Warsaw. 

 

Fields of scientific research

 

Specialises in administrative law of the Church, hierarchical constitution of the Church and the theory of the State and the law. His main scientific research focus on the relationship between the Church and the State analysed from the perspective of the Church as well as the provisions of canon law relating to respective legal institutions laid down in the second book of the 1983 Code of Canon Law and their reception in Polish particular law.
